[IGSSTATION-8178] MCIL: Receiver change and back online

Dear colleagues,

Receiver was changed to TRIMBLE ALLOY on 2021-03-14 for MCIL00JPN. New sitelog has been submitted to IGS.

Furthermore, as announced in IGSSTATION-7947, the data on MCIL00JPN could not be submitted for a long period of time due to communication outage, but the outage has been recovered.
We are currently in the process of uploading the data to the data center during the outage.
