[IGSSTATION-8147] HNPT: Outage due to failed receiver

Good morning community,

Several weeks ago we revived HNPT by swapping in a new GNSS receiver, but
that new receiver seems to have failed in the last several days.

We are working to resolve the issue as soon as possible.
