[IGSSTATION-8143] OHI200ATA: Firmware update

Dear colleagues,

at OHI2 site the firmware of the Javad Delta 3 was
updated to version 4.0.02-210208
An updated site log file was send to IGS.

We also stopped the submission of Rinex2 data
from the site.
We continue submitting Rinex3 data only.
