[IGSSTATION-8130] GOP600CZE: firmware update

The firmware in the Septentrio PolaRx5 receiver at the GOP600CZE station was 
updated from the version 5.3.2 to the version 5.4.0.
Sitelog was updated in the sitelog submission system.
