[IGSSTATION-8119] HNPT00USA : Receiver change on 2021-01-27

A faulty LEICA GRX1200GGPRO receiver offline since 2020-08 was replaced on
2021-01-27 by a LEICA GR50  (firmware version 4.30/7.402) for HNPT00USA
station.  An updated sitelog has been submitted to IGS.

A new station is proposed to be installed nearby (~150 m)  to eventually
replace the HNPT monument which is being undercut by soil erosion.
