[IGSSTATION-8116] RDSD00DOM: receiver swap

Dear Colleagues,

The station operator of the Santo Domingo station (RDSD00DOM) replaced a failed receiver.  There was a short time period where the replacement receiver was operating with an older firmware without Beidou tracking, but that was quickly fixed.  An updated IGS site log has been posted at the IGS Central Bureau.
