[IGSSTATION-8080] PIE1 Receiver Change

We have replaced the Septentrio PolaRx5 with a Javad Delta 3 so that we may continue to utilize the available 5Mhz timing input from the local H-MAZER.

Published data beginning November 2nd 2020 (DOY 307) is now available .
