[IGSSTATION-8038] GOPE: firmware update back to 5.45

Due to repeating of reboots of the Trimble Alloy every 1-2 minutes after 
installation of a new firmware 6.08 the firmware of receiver at the station 
GOPE was changed from version 6.08 back to the version 5.45. The updated site 
log is available at M3G system and in the IGS repository.
