[IGSSTATION-8031] TASH00UZB: Antenna/Receiver change

Dear colleagues,

Our local contact in Tashkent, UZB changed the equipment of our station TASH today (2020-09-24).

The old Javad hardware has been replaced by a SEPCHOKE_B3E6 antenna and a SEPT ASTERX4 receiver.

The meteorological sensors have been replaced as well.
