[IGSSTATION-8025] BILL: receiver and antenna change

Dear Colleagues,

The receiver and antenna have been upgraded at the Lake Skinner (BILL) IGS station.  The radome was also replaced with another radome of the same type.  An update IGS site log has been posted at the IGSCB.
