[IGSSTATION-8012] Multiple NASA sites, R24 data issue (aug 13-aug14)

Dear Colleagues,
As some of you may have already noted:
Several IGS stations equipped with Septentrio PolaRx5 series receivers apparently tracked and recorded two R24 GLONASS satellite signals, creating two R24 observables for the same epoch, off and on, starting 2020-08-13 through end of day 2020-08-14.
At JPL, the affected tracking records caused failures at the compression step of our automated processes and led to all-observation data gaps in published RINEX-3 data files, only.
JPL has removed R24 satellite observables from the affected RINEX-3 files and will resubmit the affected daily files shortly.
The stations and days impacted by this event are as follows (YYYY.DDD):
ABPO, ARUC, DGAR, IISC, MATZ (albeit not-IGS), SUTH, VACS: 2020.226
CHPI, FALK, GODE, USUD: 2020.226 and 2020.227
BREW, HAL1, JPLM, KOKB, MDO1, MKEA, NLIB, PIE1: 2020.227
