[IGSSTATION-8006] MCIL: receiver change and data recoverd

Dear Colleagues,

The receiver replacement was done on MCIL station. The new sitelog has been submitted to IGS.

As announced in IGSSTATION-7947, the data after March 18, 2020 was missing due to a communication failure, but, the data has been recovered and submitted.

However, the communication failure is still unresolved.
As the station is located on a remote island where a means of transportation and period of stay is very much limited, It will take more time to fix.

We apologize for the inconvenience this might cause.
