[IGSSTATION-7961] WTZS: Receiver replaced

Dear colleagues,

the Septentrio PolaRx4 at site WTZS failed a few days ago.
It does not track any satellites any more.
No data are available since day 141 04:00.

A new PolaRx5 has been installed.
An updated site log file has been submitted to EPN and IGS.
