[IGSSTATION-7944] Trimble Firmware 5.45 for NETR9 and ALLOY receivers

We are requesting IGS station operators with TRIMBLE NETR9 and TRIMBLE ALLOY receivers to update to firmware version 5.45.  This firmware version provides several fixes for receiver generated RINEX files and some other improvements, e.g.

* QZSS tracking: Firmware 5.45 fixes issues with QZSS GEO 3 observable bias by improving the receiver’s ability to track the QZSS geostationary satellite.
* BDS tracking: Adjusted the receiver’s ability to detect partial BeiDou ephemeris information.
* Corrected formatting issues with BDUT (BeiDou to UTC) and GLUT (GLONASS to UTC) in RINEX ephemeris files.
* Revised the BeiDou week number and time of the week in the BeiDou TIME SYSTEM CORR file.
* Updated the time reference to comply with future leap seconds in the BeiDou navigation message header.
* Added BeiDou Gen III B2B support in the Trimble Alloy. (Note: NetR9 does not support BeiDou Gen III signals)
