[IGSSTATION-7843] STJO: Data Outage 2020_018_20 to 2020_022_22

Dear Colleagues,

A significant snowstorm at station STJO caused a power and network outage between 2020 doy 018 hour 20 and 2020 doy 022 hour 22.

Some data was recovered after 2020_018_020, however the receiver was not tracking correctly at this time, and this data will be removed from NRCan and IGS repositories.  It should also be noted that during the major snowfall, between 2020_017_23 and 2020_018_04, the receiver was not tracking all satellites in view.
