[IGSSTATION-7757] UNB3: receiver change

The University of New Brunswick station UNB3 receiver was changed from a Trimble NetR9 to a Trimble Alloy on 30 September 2019. An updated IGS site log has been uploaded  to the IGS Central Bureau.

                              : NetR9 operation cloned for Alloy.
                              : Receiver supplies 30-sec. hourly and daily
                              : files as well as 1-Hz real-time data streams
                              : in RT27 format (including an Ntrip stream to a
                              : BKG mountpoint).
