[IGSSTATION-7736] MIZU Hardware change

Dear colleagues,

We changed the hardware (receiver, antenna) at our station MIZU 
(Mizusawa, Japan) on September, 18th.

We changed from JAVAD hardware to a SEPT POLARX5 (full constellation) 
receiver and SEPCHOKE_B3E6 antenna.

Last data with the previous hardware was up to September, 17th 23:59 UTC.
