[IGSSTATION-7733] YEL2 : External frequency change

Dear Colleagues,

There's a new external frequency equipment at YEL2, delivering directly 10 MHz. Frequency multiplier has been removed.
Updated sitelog has been submitted to IGS.

6.1  Standard Type            : EXTERNAL H-MASER
       Input Frequency        : 5 MHz
       Effective Dates        : 2008-11-14/2019-09-04
       Notes                  : A frequency multipier to 10 MHz was installed
                              : since 2013-07-19 for receiver external
                              : frequency input.

6.2  Standard Type            : EXTERNAL VCH-1008 MASER
       Input Frequency        : 10 MHz
       Effective Dates        : 2019-09-04/CCYY-MM-DD
