[IGSSTATION-7724] JFNG : station unavailable starting from 2019-08-29

Dear Colleagues,

JFNG station (China) will be unavailable starting from 2019-08-29 13:00 UTC, until further notice (~one week of unavailability planned).
We need to investigate an issue on antenna affecting L5 signals tracking, since some months.
