[IGSSTATION-7719] KSMV: receiver down

Dear colleagues,

Due to a hardware failure on our station KSMV in Kashima, Japan, the 
station is currently not available. The last available file downloaded was 
ksmv2180.19o.

The receiver has been unrecoverable so far though we have attempted to 
resolve the problem. Unfortunately, we have no replaceable receiver at 
present. So, we need much time to resume operations.

We apologize for the inconvenience this outage may cause.
