[IGSSTATION-7674] DRAO: Receiver and Maser Change

Dear Colleagues,

The receiver at station DRAO was changed to a SEPT POLARX5 at ~05:00ut on May 31, 2019.

Also, the frequency standard was changed to a T4 Science VCH-1008 maser at the same time.

An updated site log will be submitted to the IGS shortly.
