[IGSSTATION-7654] GOPE00CZE, GOP600CZE, GOP700CZE: change of external frequency

Due to a break of caesium atomic clock the receivers at the stations GOPE, 
GOP6 and GOP7 use:
-internal oscillator in the period 2019-05-07 till 2019-05-09
-external source - passive hydrogen maser - from 2019-05-09
The site logs were updated in IGS sitelog submission system.
