[IGSSTATION-7647] GOP700CZE receiver firmware update

Based on the request from Japan Aerospace Exploration Agency which is 
owner of the Trimble NetR9 receiver at the GOP7 station we perform a firmware 
update. The firmware was updated from version 5.01 to latest 5.37 version 
today 2019-04-23 in the period from 14:33 UT till 14:49 UT. The updated 
siteinfo log waits for verification in the IGS site log manager.
