[IGSSTATION-7643] WTZZ: Rinex Header inconsistencies

Dear colleagues,

the rinex v2 and v3 files of site WTZZ contained errors concerning the
receiver type after replacing the receiver at 2019-02-01.
RECEIVER TYPE in site log: 			JAVAD TRE_3 DELTA
RECEIVER TYPE in rinex v2 and v3 header: 	JAVAD TRE_G3TH DELTA

All daily rinex files with inconsistencies were corrected and resubmitted.
