[IGSSTATION-7585] CHWK - New IGS log file corrected the "ARP UP" value

The IGS log file had the value 0.1m for the "Maker->ARP UP Ecc." field since
2010-11-05T20:30Z. This was a mistake and the updated IGS log file chwk_20190314.log
corrected this.

It is noted that the headers of RINEX files submitted for this site have the correct
information since 2010-11-05T20:30Z.
