[IGSSTATION-7577] WTZZ: planned outage for receiver modification

Dear colleagues,

WTZZ was switched off on 2019-03-05 07:30ut.

The new WTZZ receiver will be modified during the next
days for external frequency input.
We try to keep the downtime as short as possible.
