[IGSSTATION-7571] USUD: New Receiver

Dear Colleagues,

The USUD Ashtech UZ-12 receiver was replaced with a Septentrio PolaRx5 
on 2019-02-15 at T00:00Z.  An updated site log has been submitted, and 
data publication has resumed from 2019-02-20.
