[IGSSTATION-7561] KOKB, KOKV, HAL1 outages

Please be advised that due to damage from high-force storms in the Hawaii area, GNSS sites at Kokee Park Geophysical Observatory (KOKB, KOKV) and Haleakala Observatory (HAL1) will be offline until infrastructure repairs are effected.

Communications are down, but data collected while local generator power is functioning (may be sporadic) will be published when available.

Tentative time frames are ~week for Kokee Park and perhaps ~month for Haleakala. Updates will be reported as status becomes available.
