[IGSSTATION-7499] RDSD: firmware upgrade

Dear Colleagues,

The station operator of the Santo Domingo station (RDSD) upgraded the receiver firmware of the Trimble NETR9 to 5.37 on Dec 19th.  An updated IGS site log has been posted at the IGS Central Bureau.
