[IGSSTATION-7481] OP71: issue leading to a change of receiver (RINEX data and updated site log not ready yet)

Dear IGS Colleagues,

The issue with the receiver of the OP71 station remaining unsolved despite numerous tests, it was decided today to change the current Septentrio PolaRx4 receiver for a PolaRx5 receiver. But the proper RINEX files and the related site log update are not ready for transmission to IGS yet. We have interrupted the upload of OP71 data, and we are hoping to be able to transmit a new site log file and to upload proper RINEX 2 and RINEX 3 files back as soon as possible.
