[IGSSTATION-7446] CNMR, Saipan offline due to Typhoon Yutu

Dear Colleagues,

Typhoon Yutu has devastated parts of Saipan.  We have lost contact
with station CNMR since 2018-297, Oct 24.

The status of the station CNMR  is unknown and ETA for repair is also
unknown.   First reports indicate it will take, at the very least,
months to restore power.

Our thoughts are with our colleagues in the region.
