[IGSSTATION-7416] HRAG00ZAF antenna height change

Dear colleagues,

please note that the antenna height of DLR's GNSS station HRAG00ZAF in 
Hartebeesthoek was changed on September 13 by 12.8 cm. This change is 
due to permanent installation of a 360° prism between pillar and antenna 
to allow for automated local surveys. No changes in the horizontal 
antenna offsets occurred. Furthermore, a shorter antenna cable was 
installed and the passive 2-way antenna splitter was replaced by an 
active 4-way splitter. An updated site log has been submitted to IGSCB.
