[IGSSTATION-7404] HERS: receiver upgrade

Dear Colleagues,

Today we have changed the receiver at HERS to a new Septentrio Polarx5TR. rinex3 multi constellation data will be uploaded alongside legacy rinex2 from today. Site logs have been submitted.
