[IGSSTATION-7397] GOPE: receiver exchange

The receiver Topcon NetG3 was replaced by the receiver Trimble SPS855 at the 
GOPE station on 2018-08-08 21:00 UT. The antenna TPS CR.G2 was not changed. The 
updated site-log was upload to M3G database.

The RINEX v.3.03 with Galileo and BeiDou data will be available from the GOPE 
station. The RTCM 3 MSM real-time stream will be also available.
