[IGSSTATION-7384] CIT1: receiver firmware downgrade

Dear Colleagues,

Due to some complications with data handling software the USGS downgraded the receiver firmware to 5.30 on Jul 23 at the CIT1 Caltech IGS station.  An updated site log has been submitted to the IGSCB.  This station is operated and maintained by the USGS.
