[IGSSTATION-7370] VACS: New Receiver and Antenna

Dear Colleagues,

A new SEPTENTRIO POLARX5 and JAVRINGANT_DM were installed at VACS on 
2018-06-21 at T00:00Z.  The station had been offline since 2018-01-24 
due to a receiver failure.

Data publication has resumed since 2018-07-04 and an updated site log 
has been submitted to the IGS CB.
