[IGSSTATION-7364] GFZ stations: Problems with GLONASS data

Dear colleagues,

We changed the converter version to convert Javad's JPS raw data from 
version 2.0.0.134 to 2.0.0.146.

With this change, we ran into the error, that all GLONASS observations 
have been declared as bad. In fact, the observations changed 
significantly with this change.

The dates affected are from 2018-07-11 to 2018-07-17 for all GFZ 
stations. We changed back to the old version and informed JAVAD about 
this issue.

We will resubmit all erroneous files as soon as possible.
