[IGSSTATION-7362] GOPE: change antenna splitter

Today - 2018-07-17 (DOY 198) - beteween 18:45 and 19:09 UT was changed the 
antenna splitter between the TPSCR.G3 TPSH antenna and the Topcon NetG3 
receiver at the GOPE station. Updated site log was upload to IGS 
database for verification.
