[IGSSTATION-7358] RGDG : Antenna change

Antenna has been changed on RGDG (Argentina) with same model due to a failure on previous one. Sitelog has been submitted to IGS.
New antenna is under qualification so RT and DT data dissemination is interrupted until further notification.
