[IGSSTATION-7356] Leica and Septentrio firmware updates needed

Dear Colleagues,

The IGS has determined that there is a problem with the RINEX3 navigation files from Leica GR30 and Leica GR50 receivers. In order to fix this problem, please update your IGS stations as soon as possible to firmware 4.20.


The IGSCB is also requesting station operators of Septentrio PolaRx5 receivers to update to firmware version 5.2.0.  From an MGEX perspective, this update adds important multi-GNSS features:

- Tracking of the QZSS GEO satellite J07 (currently not transmitting signals)
- Tracking of the BDS GEO satellite C17
- Tracking of B3 frequency for BDS-3 satellites

Although the last feature is not documented in the release notes, it is obvious from the RINEX data of the receivers already using firmware 5.2.0.
