[IGSSTATION-7288] ftp uploading to KASI from NICT has not been available since Mar. 19th of 2018.

Dear Colleagues,

Network security policy of our institute has been changed since Mar. 19th 
of 2018. Both uploading and downloading via ftp from internal servers have 
not been permitted. Thus our data uploading to KASI data center (Korea) has 
been stopped since that date.

Since we have to get a internal clearance in order to use ftp via a 
specific server, we need much time to restart ftp upload. In addition, we 
are going to set up a new server to upload our data. When the ftp upload 
will become available, we are going to inform you.

On the other hand, upload to CDDIS using curl command is no problem.
Our apologies for any inconvenience this may cause.
