[IGSSTATION-7286] IENG station advisory mail

Dear all,
since DOY 84 IENG data are missing due to a malfunction of the receiver.
The receiver is being replaced with a new one and we should be able to
restore the data flow in some days.
We apologise for the inconvenience and send our wishes for a happy Easter.
