[IGSSTATION-7213] UNBN: Operations Normalized

During the past year or so, delivery of UNBN RINEX files became erratic and some files had incorrect headers. All UNBN RINEX 2.10 files on CDDIS should now have correct headers and daily 2.10 files are being automatically sent to CDDIS after UTC midnight once again each day. UNBN is currently a NovAtel OEM6 receiver, one of the few NovAtel receivers in the IGS network, and one of the four UNB receivers in the network.
