[IGSSTATION-7190] SUTH: New Receiver; SUTV: Decommissioned

Dear Colleagues,

The existing receiver at station SUTH was replaced on 2017-10-30T09:00Z.
Additionally, station SUTV, which shared the same antenna with SUTH, was
decommissioned at the same time.

An updated site log has been submitted to the IGSCB.
