[IGSSTATION-7121] AREQ and PALM Receiver Replacements

Dear Colleagues,

The Ashtech receivers at stations AREQ and PALM have both been retired 
and replaced with the Javad TRE_G3TH Delta receivers from AREV and PALV, 
respectively.

AREV (which shared an antenna with AREQ) and PALV (which shared an 
antenna with PALM) have both been decommissioned.   Updated sitelogs 
have been submitted to the IGSCB.
