[IGSSTATION-7109] GMAS, PETP, TUKT: decommissioned from the IGS

Dear Colleagues,

The following stations have been formally decommissioned from the IGS network.

GMAS - Maspalomas, Spain                            (station down many years therefore decommissioned) 
PETP - Petropavlovsk-Kamchatka, Russian Federation  (station confirmed to be decommissioned by operator) 
TUKT - Tuktoyaktuk, Canada                          (IGS station INVK nearby, station still available at Canadian Geodetic Survey archive)
