[IGSSTATION-7078] GOPE: missing data 201M-202Q

Due to an error in the logging program at the on-site computer the data from 
the GOPE station in period from DOY 201 (2017-07-20) hour M till
DOY 202 (2017-07-21) hour Q are permanently lost.
