[IGSSTATION-7060] MATE receiver replacement

Please be adviced that on doy 2017/185 at approx 09:30 UTC the MATE 
(Matera, Italy) Leica 1200GGPRO+AT504GG were replaced by Leica GR30+AR20 
receiver+antenna.
Updated sitelog has been submitted to both EUREF and IGS.

Data flow was resumed producing Rinex 3.03 daily files instead of Rinex 
3.02, togheter with Rinex 2 daily and hourly.
