[IGSSTATION-6958] PICL: Receiver and Antenna Change 2017-02-23

Dear Colleagues,

On 2017-02-23 the following changes will be made at GNSS station PICL:

The receiver will be changed from an AOA SNR-12 ACT, to a SEPT POLARX5.

The antenna will be changed from an AOAD/M_T  NONE, to a TPSCR.G3  NONE.

There will be a data loss of several hours while these changes are performed.  An updated site log will be submitted once these changes are complete.
