[IGSSTATION-6938] Rinex 3.03 usage in the IGS network

Dear Rinex 3 Station Operators,
Please at your earliest convenience update the firmware or the Rinex 3
generation tools from your vendor to generate Rinex 3.03 files.
of the ~150 daily correct Rinex 3 files (with longnames) at CDDIS we
have about 90-95 stations in the latest Rinex 3.03, and ~50 stations in
Rinex 3.02 . We recommend that all files be submitted using the latest
Rinex 3 format (3.03) and from experience it is possible that a simple
receiver firmware or a vendor Rinex translation tool update will
generate the Rinex 3.03 , in particular if you operate NETR9 receivers
or POLARX4 please investigate to keep your receiver and data files up to
date. Thanks.
Please also implement the correct naming to your files if you are
responsible for any of the last few stations still incorrectly naming
the Rinex 3 files;

there is a very simple long name generating tool available; 'RX3name'
